AA Screening
This initial step determines whether an AA is necessary for a specific plan or project. It involves a preliminary assessment to evaluate if there are likely significant effects on any European site (Special Areas of Conservation and Special Protection Areas). This will be based on their conservation objectives.
Preparing the Natura Impact Statement (NIS)
A NIS provides comprehensive information about the project. It should detail its potential effects on the environment and proposed mitigation measures. It must be based on the best scientific evidence and include data from ecological surveys conducted by specialists.
The proponent of the plan or project is responsible for preparing the NIS.
Appropriate Assessment
Following the submission of the NIS, the relevant authority conducts a thorough AA. They assess whether the proposed plan or project will adversely affect the integrity of any European site.
If it is concluded that there are no adverse effects, the project can proceed to authorization under normal planning requirements.
Decision making
If adverse effects are identified, further steps may include exploring alternatives or implementing mitigation measures. Where no alternatives exist and there is overriding public interest, derogation provisions may apply.
